The Metro Council gave its unanimous approval Tuesday night to a $1.96 billion Metro operating budget, a final one for outgoing Mayor Karl Dean and many term-limited council members. A week after rejecting three bitterly disputed capital projects proposed by the mayor, the council passed a substitute operating budget almost identical to the plan Dean unveiled in May. Among other items, it includes: $810 million for Metro schools, $36 million more than the current fiscal year; a 2.5 percent cost-of-living raises for all Metro employees; $1.4 million to allow regional branch to be open on Fridays for the first time in 10 years; and $25 million for sidewalks.
